Comic books are home to some of the most complex characters and stories ever created. One of the many great things about comic books is the vast amount of unique villains. Most comics do not succeed without relying on an exciting antagonist. This can sometimes be one specific villain, such as the Joker or Darth Vader, but in just as many comics, there will be a group that causes a threat.

Although there are so many powerful criminal organizations, they often get pushed to the side or forgotten due to the remembrance of a specific villain. As stated in the title, this list will cover the best crime organizations; this includes the entirety of the organization, not just the leader.

10 False Face Society

Lead by Black Mask, the False Face Society was an organization of masked henchmen who terrorized the city of Gotham. The masks were gifted to the henchmen by Black Mask, and were said to be given to each person based on their unique personality. Through trial and error of attempting to take over Gotham, being incarcerated each time, eventually, Black Mask and the False Face Society were considered the crime lords of Gotham.

9 Jokerz

Seen throughout Batman Beyond Unlimited, The Jokerz are a group of sadistic and twister clowns that drive around Gotham, terrorizing civilians. Doug Tan becomes the gang leader, causing chaos in the respect and honor of the Joker himself. Arguably one of the most entertaining groups on this list, while they are not the most intimidating, they still pack a punch.

8 Boneheads

Boneheads are a futuristic parkour-gang from the comic, Bonehead. The group can perform parkour moves due to their neuro-linked helmets. With advanced technology and rapid speed, this gang is very dangerous and could compete with most gangs in comics.

7 MAGGIA

Maggia is the most successful “Traditional” crime organization on this list due to their success in mafia-style crime. They were able to silently make their money through the bootlegging of liquor, which progressed to gambling and drug trading. Maggia was initially lead by Silvio Manfredi, one of the most legendary gangsters in the Marvel Universe.

The success of Maggia was then given to Hammerhead, who became the new leader of the group. Hammerhead continued ruling over Maggie, taking it to greater heights than ever before.

6 Foot Clan

Originally created as a spoof of The Hand, the Foot Clan is the most dangerous and successful criminal organization in all of the Teenage Mutant Ninja Turtle world. Lead by their feared leader, Shredder, The Foot is a group of skilled fighters that use their abilities to steal from the city of New York. In doing so, they built a nearly untouchable empire of underground wealth.

5 HYDRA

HYDRA is an organization that strives to take over the entire world. Their end goal is to take over the government and create a world of fascism. This organization is so dangerous because it continues to survive through every defeat.

4 The Hand

Marvel’s Ninja assassin group is one that puts fear in most. They believe in an ancient demon that is said to give them supernatural powers. The Hand is home to some of the most skilled fighters in the Marvel Universe. Gorgon, once a very dangerous and skilled fighter of The Hand, even killed Wolverine in their first fight.

One other factor that makes this organization so powerful is the number of skilled leaders they have recruited, such as Hobgoblin, Daredevil, Sabertooth and many more.

3 The League Of Assassins

The League of Assassins, also known as The League of Shadows, are the best of the three ninja criminal organizations listed due to multiple factors. The first being that they have access to Lazarus pits, which heal their wounds and resurrect the dead. When The Hand members die, they turn to dust, causing it very difficult to be resurrected. The League is managed by their master Ra’s Al Ghul, who is the superior fighter and leader to Elektra and Shredder. The League also has a bevy of resources, many more than The Hand and Foot Clans combined.

2 COBRA

The Cobra Organization is G. I. Joe’s most prominent foe. Throughout countless comics, G. I. Joe faces the ruthless Cobra commander and his organization. The search for world domination is their primary goal. Cobra is also compiled of many skilled commanders such as Destro, Storm Shadow and many more, as well as legions of specialized troops. The amount of brute force that this organization has is incredible.

1 Hutt Cartel

The Hutt Cartel is the largest in the Star Wars galaxy. The Hutts are a family of slug-like creatures who run the biggest and most successful crime organization in the Outer Rim. The organization is formed of the most high profile leaders from the Hutt species and is said to have a hand in every single enterprise in the Outer Rim. During the reign of the Empire, the Hutt Cartel was one of very few still allowed to perform business, as the Empire cracked down on crime organizations. The Hutt Cartel was also one of the only cartels that Vader liked to work with.

The Hutts are the pinnacle gang on this list because they oversee multiple planets, not just Earth. With that said, they also hire some of the most deadly and skilled hunters in the entire galaxy to perform jobs such as tracking, killing, or collecting people or objects of value.
