One Dragon Ball villain who actually scares Goku and Vegeta wouldn’t last a second against Frieza if the evil tyrant were in the Z-Fighters’ shoes. Frieza is one of the most evil and irredeemable villains in Dragon Ball Z history after he destroyed Planet Vegeta and Planet Namek all in the name of power and victory. However, in Dragon Ball Super, Frieza has shown that he is willing to work alongside the heroes in the name of self-preservation. Given that Frieza will fight other villains to ensure his own survival or to make sure he isn’t challenged down the line, he would have made quick work of Dragon Ball’s most terrifying villain, though his methods would assuredly have been equally as villainous.

In Dragon Ball Super Chapter 45 by Akira Toriyama and Toyotarou, the all-new villain Moro reveals why he is so terrifyingly powerful despite his power level being surprisingly low. Moro uses magic to draw power from any planet he stands on, meaning he is literally powered by the death and despair of billions, something Goku and Vegeta can sense in him which sparks the fear they feel in his presence. After he had been locked up in prison for ten million years, Moro needed a planet’s energy to put up a fight against Goku and Vegeta. When Moro arrived on the planet New Namek, the first thing he did once he stepped foot on the soil was siphon the energy from the planet and all who were on it into himself to become the formidable foe Goku and Vegeta grew to fear. However, if Frieza met Moro upon his escape, the villainous sorcerer wouldn’t have had the chance to pull energy from the planet before Frieza completely obliterated him. 

As shown when destroying the Saiyan homeworld of Planet Vegeta as well as the original Planet Namek, Frieza has the power and the apathy necessary to destroy a whole planet to reach his own personal goals. Given that Moro needs to pull energy from a planet and its people to become a threat, needing it here more than ever after being stuck in prison for millions of years, all Frieza would have to do is destroy New Namek the second Moro landed there, giving him nothing to draw energy from and leaving his weakened state to die in the vacuum of space. While this solution wouldn’t have been ideal for the Namekians, Moro would have been stopped immediately and Frieza wouldn’t have any moral hang-ups about the method of his defeat. 

The only obstacle that would stand in Frieza’s way if he was called to defeat Moro in this extremely violent manner would be the entity that he fears more than all others: Lord Beerus. It is revealed in Dragon Ball Super that Frieza actually had to ask the God of Destruction’s permission to destroy Planet Vegeta and all of the Saiyans who resided there. If Frieza went ahead and destroyed another planet without first requesting permission to do so, then he would potentially face the wrath of Lord Beerus, something Frieza would absolutely not survive.

While Lord Beerus could have kept Frieza from doing what was necessary to defeat Moro if he was called to do so instead of Goku and Vegeta, that potential obstacle doesn’t negate the fact that Frieza had the ability to make quick work of Moro upon the sorcerer’s debut. By destroying the planet Moro needed to drain in order to survive, Frieza could have ended the villain’s reign before it even began, defeating the one Dragon Ball villain who scares Goku and Vegeta embarrassingly fast.
