The nation of Inazuma is in a state of turmoil in Genshin Impact. The Electro Archon, Baal initiated the Vision Hunt and Sakoku Decree about a year before the events of the game. The new law forced Inazuma to close its borders from all of Teyvat. The Vision Hunt Decree demanded Vision Users within Inazuma to forfeit the divine item, which caused a rebellion to rise. According to Zhongli, Baal enacted the Decrees in order to eliminate potential threats to her eternal rule.

Very little is known about the Raiden Shogun’s past. Baal was not the original Electro Archon who fought in the great Archon War. La Signora, No.8 of the Eleven Fatui Harbingers, has been portrayed as a cunning and manipulative antagonist in Genshin Impact. One possibility is that she is the mastermind behind Raiden Shogun’s actions, including the Vision Hunt Decree. The Fatui organization of Snezhnaya is known to be the strongest military force out of all the seven nations. The organization has established strong foreign affairs and obtained powerful political influence throughout the other regions. The Fatui were also responsible for manufacturing Delusions, a powerful and dangerous item said to be stronger than Visions. As an attempt to further develop the nation’s military strength, the Fatui may also require mass collections of Visions.

La Signora was also tasked by the Tsaritsa to gather the Gnoses of the Archons. She obtained the Anemo Gnoses by ambushing Venti and acquired the Geo Gnoses from Zhongli. The possible demise of the previous Electro Archon could be related to the Fatui’s mysterious plans. Baal’s ascension as Inazuma’s ruler in Genshin Impact and the Vision Hunt Decree may have also been orchestrated by La Signora herself. Perhaps the Fatui Harbinger is working with the Raiden Shogun, either directly or through manipulation.

The Tsaritsa’s grand plans and Baal’s past remain unknown to players. However, what makes the story of Genshin Impact appealing is that there are unexpected plot twists and mysteries in the overall narrative. Whether the events of Inazuma are connected to the Fatui or not remains to be seen. However, there is without a doubt that conflicts with the Fatui will play a huge role in upcoming content.
