It usually matches the weather of the real world so that is something to keep in mind. Dragon and Flying-type Pokemon also have an increased spawn rate.
• Lure Module: Similar to Incense, players can use a Lure Module on a PokeStop to increase the spawn rate of Pokemon. Players can purchase this item in the PokeShop or collect it from completing Research Tasks.

From experience, Girafarig is one of those Pokemon that players want to collect only to complete their Pokedex. It doesn’t really have any substantial stats or typing. The only real thing that makes it stand out is how rare it is to encounter. Regardless, trying to complete the Pokedex is a big part of the Pokemon Go experience.
