According to in-game text, Titanium can be found on the bodies of dead elites. Titanium can also be obtained by dismantling Epic or Legendary gear. That should resolve the question of whether to sell or dismantle your gear. Perhaps sell unused uncommon/rare items, and dismantle unused Epic/Legendary items. There’s plenty of reason to dismantle Epic and Legendary items if they do not apply to the player’s class. For example, the Trickster is meant for close-combat; a Legendary sniper rifle won’t do them any good. They’re better of scrapping it for Titanium and upgrading their shotgun or sub-machine gun.

To farm Titanium effectively in Outriders, replay missions that involve multiple elite enemies. Not only will they drop Titanium, but they will also drop items that can be dismantled for Titanium. Make sure to play on the highest world tier difficulty available for more Titanium drops.
