As the manga enters its endgame, one of the biggest concerns for My Hero Academia‘s pro heroes has been Himiko Toga, a fan-favorite villain whose quirk lets her disguise herself as other people, making her a perfect choice for All For One‘s forces to infiltrate the school. But as it turns out, concentrating on Toga may have been a mistake, because there are already plenty of villain sympathizers within UA’s walls.

In earlier chapters, UA’s principal Nezu, as well as Aizawa and the other teachers, mentioned that Toga posed a major security concern as the school opened its doors for evacuees fleeing the destruction that the Paranormal Liberation War has brought. One of the security procedures involved holding every evacuee for a time longer than Toga can remain transformed in order to prove their identities, which no doubt required massive effort on the school’s part as well as inconvenience to the civilians fleeing danger. The mood among the civilian evacuees was already exceptionally hostile towards Midoriya at first, so villain agitators are the last thing the school needs to deal with right now.

Chapter 342 reveals that among the evacuees are some people working directly for All For One, reporting on Midoriya’s status and actively working to turn the civilians against him, exactly as feared. The procedures to keep Toga out were prudent but ultimately unnecessary, and it seems like the focus on her may have actually aided these agitators in their infiltration. As heavily shielded as UA currently is, communication with the outside world seems like it would be exceptionally difficult, and that’s without getting into the damage to infrastructure like phone networks that must have taken place during the war. UA may have been better off monitoring communication attempts with the outside world, but All For One could still hypothetically get messages in via new evacuees even in that scenario.

Since Midoriya and the rest of Class 1-A ended up leaving the compound in this chapter anyway, fans might think All For One’s infiltration of the school was unnecessary. However, there are plenty of dangerous and damaging things they could get up to in spite of Midoriya leaving early. One of the goals of the League of Villains was to weaken the public’s support of pro heroes, after all, and spreading discontent among the already fearful and exhausted civilians would be all too easy at the moment. These undercover supporters may even be the reason Midoriya’s arrival was so unwelcome in the first place, as they expected he might return to UA and had plenty of time to turn people against him.

As things begin to heat up in My Hero Academia, it seems likely that this won’t be the last time readers see these followers of All For One stirring up trouble. Rumors can easily lead to riots, and every hero who must remain at UA to keep the peace is another hero who’s not out battling the real baddies. It serves as yet another example of how All For One’s most insidious power isn’t a quirk at all; it’s his skill at manipulating people that makes him a real threat. As much as UA feared Toga‘s infiltrating their ranks, My Hero Academia keeps reminding fans that All For One always has another way to accomplish his terrible goals.
